Context & Objectives
This seminar was organized to strengthen and reorganize Kerala's decentralization and local governance systems in the context of "Nava Kerala" construction. It followed the legacy of the decentralization process envisioned by the First Administrative Reforms Commission chaired by EMS and the People's Planning Campaign launched in 1996. The goal was to prepare a future blueprint that addresses new challenges while consolidating past achievements.
